Dear Gen Satbir,
 
While your letter is a well prepared note. I must say that we need to really take a more holistic view of the issue. I am not too happy with the way an ~agitation~ is brewing. All by ex-servicemen! It gives the impression that we are looking only at our pensionery benefits.
 
The need is to take a holistic view and disassociate the Armed Forces from the Central Government Pay Commissions. This can only come about if we work on a certain principle without worrying too much about self and our own re-employment - Governor or Cabinet Minister rank position. I am told some former Naval Chiefs are angling for the 5th Star rank! In my view it was a serious blunder on the part of the Air Force to have created the 5 Star rank, that too so many years after retirement and with no immediate provocation. But these are the baubles the Government throws at the services and we lap them up!
 
I recently met a former JS (Navy)!  He said that the mindset of the Services (Army in particular) is set to minor protocol issues and not the major issues - Minor SD vs Major SD! He even said that papers were well laid out with the correct ~flags~ in place but lacked substance - or atleast the type they were looking for.
 
To share my own past experience, I, as a Major, looking after Assam Rifles Pay & Allowances (1977-1980) did enlighten the then AG on the many anomalies the Armed Forces had in their Pay and Allowances and how the Police and other Central Police Organisations had managed to get around them. Fortunately, the then AG took note but alas he was not destined to be a Chief.

PS - Over the years I have not used my rank as a journalist - it caused immediate ~disregard as a junior~ amongst our beaurcracy
